The bird on the image is definitely not a Tawny Eagle!
We can remark the featherless tarsus, the body shape, head pattern, etc.
For me it looks like a young Bateleur (Terathopius ecaudatus).
Add to the featherless tarsus and body shape, mentioned by Szilard, the large snake-eagle like head (young Bateleur can sometimes be mistaken for a Snake-eagle when perched), no bright yellow on bill, dark eyes and the short tail - no doubt it is a young Bateleur.
The name has been changed to Bateleur.
There is another uploaded photo (not yet online) of the bird where it is named Bateleur.
Sorry about that one, I guess I wasn't paying enough attention when scrolling down the list, but you are right about the ID - Bateleur!
